ACGCS Launches the Certified Gaming Regulatory Specialist (CGRS) Certification

The Association of Certified Gaming Compliance Specialists is pleased to announce the launch of the Certified Gaming Regulatory Specialist (CGRS), a new professional certification designed to support gaming regulators, regulatory staff, licensing professionals, inspectors, enforcement teams, policymakers, and professionals involved in the oversight of regulated gaming markets.

The gaming sector is evolving rapidly. Land-based casinos, iGaming platforms, digital payment channels, player data, third-party service providers, complex ownership structures, and emerging criminal typologies have created a more demanding regulatory environment. Modern gaming regulators are expected not only to understand legal requirements, but to assess operational risk, evaluate controls, protect the public interest, and make decisions that are proportionate, evidence-based, and defensible.

The CGRS has been developed to meet this need.

Built around a comprehensive 15-module framework, the certification examines the full regulatory lifecycle. Learners begin with the role, mandate, independence, and legal authority of the gaming regulator before progressing into licensing, suitability, risk-based supervision, compliance monitoring, inspections, AML and financial crime oversight, responsible gaming, and player protection.

The program also places strong emphasis on the operational environments regulators are required to understand, including table games, slot machines, electronic gaming systems, iGaming platforms, casino cage operations, surveillance, security, and internal control systems. Later modules focus on investigations, enforcement, sanctions, intelligence, regulatory analytics, governance, institutional capability, and future risks.

Unlike a general compliance program, the CGRS is designed from the perspective of the regulator. It focuses on how regulatory authorities assess risk, supervise operators, test the effectiveness of controls, document findings, escalate concerns, respond to non-compliance, and maintain public confidence in the integrity of the gaming sector.

The certification is suitable for professionals working within gaming authorities, public-sector oversight bodies, regulatory agencies, licensing units, inspection teams, enforcement departments, policy functions, and related organizations that interact with regulated gaming markets.

Through the CGRS, ACGCS aims to support stronger regulatory capability, greater institutional confidence, and more consistent professional standards across the global gaming sector.
